Not true.

For instance, in Chess3 if the Rook is located on 1A1 it can move to: 1A2, 1A3, 1A4, 1A5, 1A6, 1A7, 1A8, 1B1, 1C1, 1D1, 1E1, 1F1, 1G1, 1H1, 2A1, 3A1. 

In Millenium 3D Chess, a Rook at 1A1 can additionally move to 2A2, 3A3, 2B1 and 3C1.

The Millenium 3D Queen also has the same additional mobility accross levels as the Millenium 3D Rook.

In Chess3 a Pawn on 1B2 can move to: 1B3, 1B4, 2B2 or 3B2 on his first move.

In Millenium 3D Chess, a Pawn at 1B2 can additionally move to 2B3 or 3B4.

Promotion rules in Chess3 are not clear.

Chess3 doesn't make any mention about Castling or En Passant in the rules, Millenium 3D does.
