There was a problem with the form on this page. The form action had a query string in it, and the value for settings in the query string did not match the value in the input field. I deleted the query string, and I changed the value for settings in the input field to "default".

When I click the button, it also displays the old graphics and the message that rules are not enforced; however, when I enter the URL directly or click on Move, it brings up the new rules-enforcing settings.  Another weird cache effect?

I just clicked on the minishogi button, and it does go to a settings file that enforces the rules. Although the name of the settings file may be the only difference you see on the page, that one difference can make a major difference, because it points to an external file that contains the rule enforcing code.

The button "Minishogi" points to the link of "an older settings file that did not enforce rules" - is it supposed to point to a newer settings file that does enforce rules instead? The only difference seems to be in the "settings" url parameter, for all the rest the page seems identical.

I don't understand this version of the preset, but maybe I'm missing something. How are promoted pieces to be shown? I don't see them represented in the preset's piece set.
