I have been working on converting the site to UTF-8. The headers now tell the browser to display each page with the UTF-8 character encoding. But some pages were written in Latin-1. Until the Latin-1 pages are all converted to UTF-8, these diamond question marks will be appearing on the site. In the meantime, they identify what still needs to be converted.
