This game reminds me of the movie Howl's Moving Castle. It's an interesting idea, but it would be tricky, if not impossible without added features, to do with Game Courier, especially with a Chinese board.

I assume that the relative orientation of the palace is constant, i.e., the
edge closest to the opponent always faces the same direction and that the
palace cannot be reoriented, say, rotated through 90° as well as or in lieu
of other movement.  I assume from the description of the river's movement
as one step towards oneself or towards the opponent at a time that the
river maintains its orientation and does not rotate through 90° either.

This looks like an interesting variant.

Pawns cannot step sideways on friendly side of river, and can do it on opponent's side, wherever river is situated. Palace and river cannot be rotated 90 degrees, but it would be interesting variant to.
My idea about playing it with game courier: use pieces 'palace center' and palace center with pieces of different types and colors (expect opponent's general and advisors) in it. I have no idea about river.

I have idea of a few additional restrictions to be placed on these moves: Palace and river cannot cross each other; and palace cannot be moved while in check. (Or you might play with only one of these restrictions, if you want to)
