It definitely is not new enough to warrant a separate article. One difference seems to be that in Basline Chess the setup is not necessarily symmetric. And the castling rule here is slightly different. I don't consider the latter an improvement. (But the name Placement Chess 960 is.)

I did some more digging into games like this, and I found Baseline chess with Fischer rules. So, this is not a new idea.

Why not 'Placement Chess 960'? There already exists a Placement Chess, which is very similar except that the placement rules are so restricted that only 20 start positions can result.

Chess960 is not so old that it is appropriate to call another game Modern Chess960. Try to find a more fitting name that actually captures the difference between your game and Bobby Fischer's.
